Advice needed, who to book?

ok, looking for a little advice here, bascially, we are putting together a record lauch party for the new year (in birmingham), our label will be covering the cost of a headline act to play the show, the idea being that we play to a new, hopefully receptive crowd, rather than preaching soley to the converted. We haven't got an exact budget from them for a band yet, but think 100's rather than 1000's, the gig will also be under 18 and hopefully be held in a church. So, if you were doing it, who would you book, who can we afford, maybe someone who has a record coming out around that time... just general advice really....

The comparisons we get, lazily, are decembersits, arcade fire, neutral milk hotel, waterboys... bands we have played with or are booked to play with, who we like and have worked include: okkervil river, broken records, elvis perkins, slow club, born ruffians, etc etc, you get the picture.

i would really appreciate the help.
