George Lamb/Ray Davies v Ofcom: WTF?

I've just seen Ofcom's most recent report, in which it says why radio/TV stations have been censured, or whether certain shows were within accepted guidelines.
At the very back of the report, it has a one-line summary of certain complaints which say "Within guidelines."
This includes George Lamb wishing a slow, lingering death on Ray Davies on his 3/9/08 show on 6 Music.
Most curious, however, is the number of complaints: ONE. Despite me being told by Ofcom's PR at the time that they'd already had six, and various DiSers also saying "I've just complained", Ofcom say they only had one complaint.
Very, very peculiar.
