Would it be better to pair people off in twos or to stick with sending and receiving from separate people? I'm adamant that when this works it's really great - I've loved some of the mixes I've received and heard good things about people enjoying mine so I think it's worth keeping at it even if you've had a couple months not receiving one or whatever.
