Question re the Government's Response to this Flooding

I keep hearing/reading people complaining the government didn't do enough to help. I also remember after 7/7 people criticisng the emergency response and being similarly confused by the complaint.

Is there a reasonable argument the authorities should have done more? What could they have done? Is it reasonable to expect a perfect response to completely unexpected circumsances such as this?

It sort of feels to me like people want someone to blame and have decided the government is an easy target. Am I being unreasonable?
