This is a scary list. I presume it's mitigated by the amount of money each country makes or something.

However, I am pleased and impressed to see so many countries from South American and Africa apparently in credit, given I expected them to be in soul crushing debt to the rest of us.

Conclusion? I'm missing something here, surely?
