When I'm the leader, I'll make it so that in order to own any animal as a pet, you have to take an exam.

I think this would severely cut cases of animal abuse and cruelty, as, under my scheme, scores of total braindeads wouldn't be allowed to 'look after' animals.

Then, because there'd probably be a large surplus population of unowned animals, I'd give financial priviledges to people who did own them, like a weekly payment of £50 or something.
