so i talked about this to some of the science boffins in my department at work, and they seem to think that it was due to a chemical used in dog food around that time, and that subsequently stopped being used, which totally contradicts the traditional story, which was that people started picking up their dog poo and so it no longer had a chance for the flies to suck out the goodness and turn it white in the hot hot summer sun.
