my laptop cable has been severely worn away on the bit what goes in my computer, so much so that the actual cable has been exposed. Its all sellotaped up, but when you jiggle it about it crackles and you can see a blue spark

So, how good an anti-conductor is sellotape? Just how much electricity is passing through it? And should i put on some underwear just in case i die right now?
