Ming's departure - whose fault?

So Mighty Ming has popped his political clogs. What does this mean? Does it mean what I suspect it means - which is that the british public are too shallow to expend effort looking at someone's good qualities and instead see no further than his age?

Does it mean that the british public would rather have two laminated mud flingers bickering over whose largely identical policies will fuck the entire country over the least quickly, constantly baiting each other to unveil policies while Mingo was churning them out onto deaf ears?
