interesting. there was a report on the BBC local news and obviously businesses are opposed to this, and the spokesman (i can't remember who he worked for) said that the company didn't feel it was an issue that local governments should be included with, that it was solely for the private sector to deal with. which strikes me as a bit strange - who does he think deals with waste issues?!?

probably also worth mentioning that the consultation was carried out online. bit of a fiddle there...
