The concept of "negative freedoms"

This is something that hasn't really come up in the BNP/Oxford Union Debate but it's of interest to me. How important do people think Negative Rights and Negative Freedoms are?

By negative rights and negative freedoms I mean the freedom for things not to happen to you i.e. the flipside of free speech is that one should have the freedom not to be abused or demonised because of their culture. We tend to talk in terms of freedom to act but surely the freedom not to be exposed to certain things is an important concept of liberty too?
