recently, due to my irritatingly bizarre sleeping pattern, I've been seeing more of early morning/late night television and most channels have a person doing sign language in the bottom right hand corner. why is this? why is there only sign language at that time?

also, I thought it would be purely for late night movies and tv programs etc but there are people doing sign language along to the song playing on the hits...and they dance too....is this neccessary?
