Hello [name of collegue],

Further to our conversation yesterday I would like to point out few things to avoid any misunderstanding.

When I have started my present employment I have found few items of stationery left in my desk by the person who used my desk earlier.
I was advised to bin them, however there were some labels left and I’ve invited everybody to use them when they need to since I am not using this labels .

Yesterday I provided you with the last page of the labels, so I don’t have any left.
You suggested that I have to request the labels since I was the ‘last person’ who used the labels.

The answer to you request is to contact the appropriate person in our Department, or alternatively your Manager who can advice you on the request system in place.
I am the person who is not in charge of authorising the Stationery purchase for our department, nor who is aware of the budget for such expense. Extensive use of Stationery could be costly for the Company.
I do not feel that I need extra Stationery for completing my job, (e.g. labels)

As we all know the extensive use of stationary could not help the environmental issues. There were a lot of trees destroyed each year and we all have to be aware of such things and not overuse paper where it is not necessary.
