Making someone pay for a prize...

Theres a bit of an argument brewing at work. One of the staff one a weekend away at a company draw a few months back and it was booked for the weekend after next. He can't now go due to another commitment, however he is selling the weekend for £500, which is probably a bit less than its worth. The argument is that since he didn't pay for it, and its a company prize he should just give it to the 2nd placed person, or hold another raffle, while his argument is that he was the lucky winner, so there he should be free to do with it as he sees fit and why should he pass on his turn of fortune?

Who's right? The winner or the objectors?
