Initially I thought the idea was ridiculous - Introduce brothels before they can even get an up to scratch infrastructure and stadia…..priorities in the wrong place, perhaps?

But in reality it might not be such a ludicrous idea. You could call it “damage limitation” - The drunk and “up for it” football fans will be tearing up the streets looking for a quick shag regardless of whether it’s safe or not and considering the AIDS epidemic over there, centres where the women can actually be tested for disease first and the men forced to wear condoms is a good idea, in my opinion.
