Tory leaning think tank publishes controversial report suggesting that many Northern cities have effectively 'failed' and shouldn't be the recipients of further investment, instead proposing that people from 'economically inactive' regions relocate to THAT SOUTH.

Pretty wacky stuff, but then if you're paid to come up with 'ideas' all day long you're going to come up with a few like this every now and again.
