A 'challenge rule' for football

Bear with me here cuz I know there are a few anti-American football people here BUT Mihir Bose is on the BBC website today talking about whether a salary cap could be used in football. Now personally I dont see that working but for a while now I've wondered if the challeng rule might and games like the Liverpool/Chelsea really highlight it for me.
If you dont know the rule, then each coach gets 2 challenges per half. They can challenge the 'call on the field' at any time other than in the final 2 minutes of the half. This means that the ref then gets to look at tv replays to check his decision. Obviously it would work slighly differently (incorrect challenges are charged with a time out for example) but I reckon if each manager got 1 per game say, and lost it if they were wrong but kept if it was right, it could work. Yes there would be potential for a couple of short delays of the game but there would be fewer incorrect game changing decisions.
