Was she famous before some sex tape of hers was doing the round?

I caught some of Paris Hilton's BBF last night and I really struggle to understand how people can take an interest in her. Her voice is entirely flat and lacks any character, one of the dullest voices I've ever heard. She's also not particularly beautiful. She's by no means ugly but she has (again) zero character to her face.

So why does anyone find her interesting? How can someone have no character and charm and yet be fawned over to such a degree?
