internet connection thievery

the fucking bastards. I've done this loads in the past without the second thought to the consequences, but now I'm on the recieving end and don't like it.

questions:

1. If my internet connection is suddenly going MUCH slower and has been for a few weeks, does this definitely mean someone is stealing it?

2. My download limit (something in gigabytes i dont understand) has been exceeded for the first ever time... does browsing time go towards this limit? Or is it further proof that someone is stealing my internet?

3. How the fuck do I stop them? I have a network key but I know there is more that can be done. But what?
