Why are the deer loose in Richmond Park but penned in in Clissold Park? Surely they could be set free too?

How do you feel about those Clissold Park deer? They're kind of great to see but they have so little ground to move around in.

Has anyone seen the deer in Victoria Park? I've seen the signs but never found them.
