Basically we lived four years in a flat that was the top floor of a two story semi-detached house.

Somehow (maybe the current residents were suspicious) it was discovered that all that time we were paying Council Tax as if we occupied the WHOLE HOUSE not just the flat on top.

Amazing. I wonder how often this happens?
