job loyalty

i've spent the last year relentlessly looking for jobs whilst doing the temp job from hell on and off. Then I finally got a proper job, its not exactly what I want but it is a big step in the right direction, everyone there is really nice, the money is ok and figured i'd stay there a year or 2 and get some good experience. But my goal is to work for government socialresearch (secure, interesting work, alot better salary), I failed the assessment centre during the summer but think I could improve next time. Then I saw a government department had decided to go it alone and recruit seperatly from gsr, everything about the job is exactly the same as gsr so I applied. That was 3 months ago, now i've started my new job a few weeks ago and I just got an email saying i've passed the initial sift for the govenment job and inviting me to a test (a gsr test i've passed before) to get through to an interview. I kind of want to go for it because otherwise i'll have to wait a long time to reach my goal, you can only apply to gsr once a year so this non-gsr government job is like a bonus chance, and I fear the next govenment will freeze recruitment for a long time so its now or never.

So my longwinded question is would it be out of order to go for the interview, and if I got it leave the existing job I should be very grateful to have in the first place? or should I just look out for myself, how long do you have to work at a job before it is wrong to be disloyal? (probably all pointless as I probably wouldnt get the job in the first place)
