Having to tell people to turn their music down

Not something I like to do, but the guy in the room next to me insists on playing his music loud enough that you can hear it clearly out of his room. He jus puts the base right up on annoying RnB tunes. Sitting here trying to work or even times just watching a dvd or something and all you can hear is the thud of the base pumping through the walls. I've only told him once and that was when i was doing work, but it's annoying isn't it?

If this happens to you do you just tell them? or drown them out with your own music? or just ignore it?
