Lets say that two students are about to move into a 3 bed house with a "working professional". Obviously that working professional will be liable to paying council tax (albeit with a discount). Considering that having to do this could possibly financially cripple this professional, what would happen if the two students were to only declare themselves on the council tax form? What are the chances of these guys being discovered and what would the penalty be?
