These party leader debates. Why do Sky get to host one?

How can one be on a subscription channel like Sky? Or will it be shown on Sky 3, given this seems to be only Sky channel you can get on Freeview. Still, analogue TV hasn't yet been removed and right now that means a sizeable section of the public presumably will have no chance to see the Sky debate, having no access to digital TV and no access to view it on the internet.

Wikipedia tells me Sky One has an audience share of 1% compared with BBC1's and ITV's ~20% each.
