Are People really stupid when it comes to economics?

Some guy on my facebook (clever guy, typical 16year old anarchist stoner)just posted:

"Cut government spending by £85 billion by 2015. 'Robin Hood' tax of 5p on financial transactions over £1,000 would generate £20 billion per year. Wonder if George Osborne can do the maths?"

Now i know next to nothing on economics, but i like to think i appreciate this face. Will someone just confirm this is a really stupid idea.

And in general, people seem to think their basic common sense ideas are genius ways to run the economy. I seriously think the standard of teaching of basic economics should be higher in schools, and compulsory.
