Are people getting worse at apologising?

not marckee - he's no worse.

I've been in several situations (all relatively minor) where an apology would not have gone amiss but in each case, I've not received an apology. Three examples:
- dickhead builders starting work on the empty shop three doors down from us at 6.30 in the morning, waking us up and causing debris / soot / whatever to blow into our windows;
- dickhead dog owner letting her sopping wet dog shake itself all over our children and their clean, dry clothes (they were getting changed to go paddling in a river). Was bad enough the first time but it happened twice;
- dickhead car owner blocking us in at the car park of a working farm/kids' activity place.

I mean - none of these things are big issues, but if I was in the offending person's shoes then I'd definitely apologise in each of those scenarios.

Is this a general thing? Are people becoming less apologetic?
